McIver, who has been tried as Chief Clerk in the Harbour
Office for nearly a year left much to be desired and that, al-
-though an excellent Officer as Junk Inspector, it is improbable
that he will ever be a success as Chief Clerk. For this reason
both Commander Taylor and Commander Beckwith recommend that he
should revert to his former work.

I attach a tabular statement which shows
that
(a). before Mr. Botelho's death there were seven
clerks in the Harbour Office with total emoluments of $10,255
(not including Shroffs and Writers in the Junk Office, &c.):
(b). after Mr. Botelho's death there were also
seven clerks with an increased total of emoluments amounting
in the present year to $11,004.
Commender Beckwith has now devised a new scheme, shown in
colum 3 of the attached table, which provides for seven clerks
with a considerably reduced total of emoluments amounting to
8,063. I may here mention that ever since Mr. McIver's absence
on leave there have been, and are, seven clerks in the Harbour
Office, including one temporary clerk, who worked without pay
for the first four months and now draws salary at the rate of
$20 per mensem.
